Currently there are no real Dratini Nests. This creature is found near water Bimoes/Habitats along with other water creatures like slowbros, ducks, and magikarps. Only singles/doubles and rare spawns. 

 

If you want to farm Dratini, go to San Francisco Bay along the waterfront , Starting at St. Francis Yacht Club through Ferry Plaza is your best shot at catching 4-8 Dratini per sweep. Pier 39 & Pier 15 are your hotspots where there are usually 1 - 3 natural spawns.
